Dream Incubator SEA proudly took part in the seminar “Mechanisms and policies to create a breakthrough for innovation and entrepreneurship in Vietnam” as a member of the counseling panel for the National Innovation Center (NIC) and the Ministry of Planning and Investment (MPI). Held on October 1, 2022, the event was hosted by NIC and MPI in collaboration with the Central Committee of the Ho Chi Minh Communist Youth Union with the participation of over 6 representatives from government agencies, National Youth Startup Forum, large corporations, investment funds, international organizations, etc. across Vietnam. 

The seminar’s key purpose is to allow participants a glimpse into the current status of Vietnam’s regulatory and policy framework driving innovation and entrepreneurial activities in the country then provide insights on barriers to innovations, reflections and recommendations for overcoming those challenges. This is also part of NIC’s concerted effort to implement the Politburo’s Resolution No. 52-NQ/TW dated September 27, 2019 on a number of policies on the nation's proactive involvement in the Fourth Industrial Revolution which states that “Policymakers must build institutions, policies, and laws to create a favorable environment for innovation, entrepreneurship, and intellectual property to facilitate the national digital transformation program. Government departments should develop new innovative business models that could enjoy investment incentives regimes and build a management system suitable for digital business environment to facilitate innovation and entrepreneurship.” 

Speaking at the seminar, DI SEA General Director Nguyen Doan Duc Tuan Anh talked about difficulties legislating a social impact measurement system that is used as a basis for evaluating long-term effectiveness of incentives and preferential policies. In response to the question, Mr. Vu Quoc Huy, Director of NIC, commented, "Currently, NIC is collaborating with GIZ to develop innovation index-related policies, which will first be piloted in Hanoi." The index will analyze different aspects of a startup, including business strategy, product, business model, implementation, and social impact, among others. The objective of the index is for entrepreneurs to self-apply and assess their innovation, as well as to characterize the current status of innovative activities so that policymakers may shape an appropriate regulatory framework for long-term development prospects."
